Education and Supportive Services

First Time Homebuyers Program- assist tribal members in purchasing their first home providing home buying education, personal finance counseling, assistance in property identification, appraisal, purchase price negotiation, and completion of required inspections. The program goals are to assist in mortgage pre-approval, down payment assistance (DPA) and support throughout the home purchase process. In order to be elgible for down payment assistance an applicant must meet the following requirements.

  • Tribal Member of Consortium Tribe with DPA Program
  • Household must be within HUD approved Income Limits

  • Income verified – most recent federal income tax forms, third party verification of income
  • Must complete First Time Home buyer Education Workshop and One – on – One Counseling Session and obtain Certificate
  • Complete credit counseling/debt management to qualify for a home loan/mortgage
  •  Down Payment amount is established by Tribe
  • Down Payment is secured by a recorded Second Deed of Trust and 100% forgiven after 10 years.  If the home is sold or ownership otherwise transfers, incremental repayment is required.
  • Up to $5000 in closing costs and fees is provided (not secured).
  • DPA is based upon availability of funds and mortgage readiness.

Money Management Workshops- ‘Building Native Communities, Financial Skills for Families’ curriculum to enable community members to realize their traditional values by learning financial skills that will help each person make informed financial decisions for themselves, their family, and their community.

Home ownership Workshops- ‘Pathways Home, A Native Home ownership Guide’ Curriculum using easy-to-follow text presenting home buyer education from pre-home ownership budgeting to post-purchase maintenance. Building on Native values as the foundation, this material introduces critical home ownership skills through “real world” situations in Native communities.

Loan Products- The Office of Native American Program (ONAP)’s Office of Loan Guarantee (OLG), which administers the program, is currently partnering with over 200 lender offices and 130 tribes that are committed to making home ownership a reality for Native Americans.
